Title: The New Circle

Summary: Chloe Sullivan had a normal-ish life before the circle and John Blackwell turned her life upside down and gave new meaning to the unexplained weirdness that goes on in Smallville. Now life's a witch, she's a part of a circle she's not too sure she wants to be bound to, and not only do they have to worry about Witch-Hunters, but unknowingly to them another circle is on the hunt too.

Chloe had wanted nothing more than to go to Morgan Edge (who'd left to return to Edge City the second he'd assured himself that Byron was indeed bound to Chloe's Darkseid Circle) and get the truth out of him, and yet instead of that she was forced to have to deal with Nell Potter and the Concilium Delibero. The only good thing was that the older witch wasn't catching her off-guard, as she probably thought she was. The blonde had gone through this as one of her Balcoin Trials, and knew exactly what the Concilium Delibero was and what it entailed. Not only that, but she'd passed that test with flying colors, and that was before she was fueled with this anger, this passion, this darkness consuming her from the inside. The young witch was barely managing to hold back the darkness as it was.

That was probably why, when the image flashed in front of her mind, she didn't question it and went with it full-heartedly, a cold smile curling her lips seconds before she flashed out of existence, Nell Potter following her with a loud cry.

They reappeared within Francis Balcoin's Throne Room, Chloe seated upon the magnificent throne and Nell upon her knees on the ground.

The place was as the younger girl remembered it from her Balcoin Trial: dark and shadowy, the windows blocked and the air stagnant, almost as if fresh air hadn't circulated through those halls in a very long time. There were cobweb-covered statues and portraits, as well as weapons.

The only thing that wasn't covered in cobwebs anymore was the huge, gothic throne she sat upon. Now the runes and other magical symbols engraved on the wood, and the rubies and other sorts of gems embedded within, were easily visible.

Chloe didn't even try to find a door, as she knew there wasn't one. The walls were all smoothly flat, and while she couldn't make out exactly what it was, the room was not at all in a normal square or rectangle shape. There were symbols engraved everywhere on the floors, walls and ceilings. In fact, Nell was kneeling on the Balcoin symbol.

The image brought a dark smile to Chloe's lips.

Chloe brought a hand to her chest as her magics began to work inside of her, churning. She moved her hand from her chest to hold it in front of her, observing the way the symbols etched on her body glowed throbbingly, like a heart might, before sending a surge of power throughout her body and into the ground through her feet. Her magic connected with the whole room, shooting towards the Balcoin symbol and then to all of the others, lighting the room blindingly.

Nell cried out as she brought her hand to her eyes to shield herself from the brightness.

Chloe felt her eyes shift so that she could take the light, the witch able to see the throne room changing, symbols burning. The Darkseid symbol, the winged serpent within the heptagon, amongst others, being added to the room as it started to morph. The cobwebs disappeared, as did the musty, stagnant scent. The windows rattled loudly as if a hurricane were beating outside before suddenly each and every window flew open.

Nell screamed, still blinded and crouched on the floor, terrified.

Gems and jewels, crystals and runes, magical drawings and etchings appeared everywhere. The stones glowed with power, no longer dulled and appearing to be mere decorations.

The throne Chloe sat on wasn't immune to the change, morphing even as she sat on it, the blonde sitting through the change at it shifted to suit her body and personality perfectly, the back arching upwards and outwards to become a Dragon's head, the fangs descending, as well as ascending from the floor around Chloe's feet.

Finally the light faded away into nothingness.

Arthur, Victor and Lex appeared in the blinking of an eye, the men gazing around them in confusion as three smaller yet still quite regal thrones rose out of the ground on either side of Chloe's

"What are we doing here?" Victor inquired.

"And where's 'here'?" Arthur's gaze went to the windows, which revealed that there were other rooms all around the Throne Room, rooms Chloe had never been in and hadn't seen before due to the fact that the windows had been blocked the last time she'd been here.

Lex merely eyed the people gathered before he sauntered towards the sole throne on Chloe's right hand and sat regally upon it, the Luthor crest engraving itself on the stone as he did. He trailed his fingers over the design with a little raise of his eyebrow before his blues turned to Nell with a sneer. "What is it with the Thoreaux and using something as sacred as the Concilium Delibero to settle their petty quibbles?"

Arthur and Victor, who'd been raised in Houses of the Six, understood, their eyes widening up as they went to take their seats, their House symbols engraving on their thrones as they did so.

Chloe wondered, if the heads of each Circle were truly being called for the Concilium, why Lex was there and not Lionel. Was it a thing of proximity - in her Trial only her and Lex had been present - or was it because Lex was the leader they were recognizing? Or, what if Lionel Luthor was dead and Lex was actually the real head? But if so, shouldn't he have felt something? Have been affected somehow? Like she had when John had died? Considering all of that, for now Chloe was going with the distance/proximity theory, and the fact that Lex was the heir to the Luthor House.

Nell pushed herself to her feet, still unknowingly standing on the Balcoin symbol, her gaze around her warily. "Where are we?"

"Chloe's throne room." Lex's voice was bored as he eyed the older witch, resting his cheek against his fingertips.

"She has a throne room? Isn't that a little much?" Nell licked her lips. "And why are we even here?" She was visibly uneasy. "We were perfectly fine where we were before."

Chloe's lips twisted. "That's what you wanted, wasn't it? An audience to your greatness as you bravely tackled the tyrant singlehandedly in their name." She leaned forwards in her seat. "The Concilium Delibero wasn't created to stroke your ego."

"I know what it was created for!" Nell snapped before she took in a deep breath. "I only have the good of the community at heart."

"This should be fun," Arthur mumbled before he slouched back on his throne. "Go on then. Spit it out. You called this meeting and as the heads of the Six… or, uh… Four… we're stuck having to listen to your quarrel so just get it out already without all the bullshit." It would seem Arthur wasn't much of a fan of Nell's either. "So what got your panties in a bind enough to go this far?"

Victor rolled his eyes. "Arthur could've put it less vulgarly, but he's got a point. You've bound us to have to listen to whatever you have to say, and we're all incapable of leaving until this issue is resolved. It better be a worthy cause." His face was expressionless. "If you've invoked the Concilium Delibero you obviously know what the penalty is for doing so for a petty matter that could be resolved by other, less drastic measures."

"And unlike Chloe, who has seemed to take the high road and be quite lenient to witch and non-magical nuisances," Lex's lips curled with a hint a sadism, "as a Council, there is a vote, and I am more than sure I speak for the gentlemen present when I say we'll enforce that punishment."

Victor smiled a cold smile.

"Democracy, man." Arthur grinned brightly and gave a half-shrug. "What can you do?"

Nell looked less and less sure by the second.

Chloe eyed the men on her either side and realized that Lana could end up a complete orphan today, the blonde somewhat nervous for her friend and hoping for Lana's sake that Nell had a good reason for the crap she was pulling. Because, to be honest, with all that was going on in Chloe's life at this second, she wasn't about to play defense lawyer. She was sick and tired of having to deal with Nell Potter. Right now Chloe could be heading towards Edge City for crying out loud! She could be close to finding out about her siblings! Or, at least, she could've gone upstairs to that room and gotten the truth out of Dax-Ur, no visit to Edge City required.

But was that happening? No. And why wasn't that happening? Because Nell Potter continued to be a thorn in her side, and the blonde was just sick and tired of it. If throwing the woman into a dumpster wasn't sending a message across-just what would?

"The issue that I bring to this Council is that Chloe Balcoin is letting her own personal issues with me interfere with what is best for the magical community as a whole." Nell Potter declared.

Oh, this was rich.

"You'll have to explain that allegation." Lex motioned for Nell to continue.

Nell nodded. "I will, in great detail."

Arthur groaned. "I have a feeling we're going to be here a very long time."

"Do I have more brothers and sisters?" Byron asked the second the beeping stopped and his uncle answered the phone.

There was a sigh. "I see he wasted no time in telling her."

Byron leaned hard against the wall and nodded to Zatanna, who hadn't been in agreement with this plan but had stuck around nonetheless. "Why would you keep something like that a secret? Not only is that Dragon pissed, but so is Chloe, and damn it uncle - I had a right to know too!"

"I had to make sure that she would bind you, would choose you to be a part of her Circle, and I doubted it would happen if she discovered the existence of the other Balcoins."

Byron, who'd put the call on speakerphone at that point, flinched as if hit. "Chloe doesn't care that I'm... defective."

"That girl is unusually caring for a Balcoin, I'll give you that, but it's in the Balcoin nature to kill those of their bloodline that they consider weak. People with your curse never made it to their teens, they were put down long before it could get to the stage you were at when she saved you. If it was anyone else who was the head of that family things would not have ended the way it did for you."

He knew that. "Chloe wouldn't-."

"Influenced by them she might've. They have more right to her and her Circle than you do. You had everything riding against you. I had to even the odds."

Byron felt as if he'd been punched in the gut. "Why would they have more right than me? We're all Balcoins."

"Yes, but they belong to a Circle closely associated to the Smallville and Chance Harbor Circles. Their Circle shares a past, a common, binding thread. Joining members from all three Circles into one-it'll shift powers."

Byron lowered his gaze, feeling like an outsider.

His mother hadn't belonged to any important Circle and hadn't had any amazing ability in her family to boast of, like Mikhail's mother's family had. John had only seduced and impregnated Byron's mother to have a binding connection to her crime lord brother.

"They're going to be drawn to each other due to these connected Circles, and I needed to make sure you were bound - and safe - before I could let that happen."

"What are you saying?" Byron frowned. "That had better Balcoin options been available-."

"Precisely." His uncle declared bluntly. "I couldn't leave anything to chance, and I won't apologize for my actions, you'll live safely because of them."

Byron licked his lips. "I know you did what you did to protect me, but I know Chloe, you don't, and I know that no matter what she would've never hurt me, or let them do so."

"Your loyalty is admirable, and it shows that she's earned your love, but Balcoins kill Balcoins. It's always been that way and it'll always be that way."

Byron remembered the "Prophecy of Faye" in which his girlfriend had recorded the misdeeds of his alternate self, whom Mikhail had had to sacrifice himself to kill.

"Look at Diana and Cassie, they've already shed Balcoin blood."

Byron had somehow forgotten that those two were the ones who'd killed their father.

"All I'm saying is to open your eyes to the truth, no matter how unpleasant it may be." Morgan Edge's voice lowered. "Because it's about to get a lot more unpleasant."

"Point number 23." Nell drew the number in the air with her finger. "My talents as an instructor would be better put to use training young witches - imparting my knowledge to the younger generation - but has she even asked if I'd be interested? No. she's leaving the training and molding of the new generation - to the new generation!"

Chloe sneered. "I've had a taste of your 'training'. It qualifies as abuse if someone isn't a mindless drone."

"Pete and Lana could best anyone in your Circles in a battle thanks to my training!" Nell snapped.

Victor tilted his his head. "I wonder if that's true."

Both women turned to look at him in confusion.

"Finally! Something to spice this up!" Arthur couldn't hide just how utterly bored he was with this whole thing as he groaned loudly. "I was about to fall asleep any second now."

"Wait." Chloe had a bad feeling about this. "You can't honestly be suggesting that-?"

"You've been issued a challenge, and as is our way, you must answer the challenge." It was Lex who answered her. "Pick two warriors to represent you. They're going to have to fight against Pete and Lana."

Ohhh nelly Nell. You have pissed off the wrong peeps and now there's going to be a show down!!!
I'm just wondering who it will be.

And Morgan is wrong cause Chloe has done everything in her power to protect Byron and will continue to so til her dying breathe.

Somehow she seems to forget that the Thoreaux aren't the big fish in Smallville anymore.
